Workspaces doesn't have "initial view" updated with Workspaces

Tested in VMWare with R22868.

Try doing the following.

1. Launch the workspaces app (by default, mine gets placed bottom right)

Now note, how the Workspaces that has not yet been activated, lack the "Workspaces" window on each of their miniatures.

2. Now click/Activate a different workspace. Notice how this one gets updated with the "workspaces app".

I assume that after Workspaces is launched AND "drawn" it should update itself on each of the miniatures to show it's existence.

This is the correct behavior and works the same on R5. The reason is that the location of the workspaces window (or other windows which show on multiple workspaces) is not yet known for workspaces which have not been activated before.
