Mail Daemon does not start automatically

Description
The Mail Daemon does not start automatically upon booting Haiku in spite of the "Start Mail Services on Startup" setting in the Settings tab of the Mail preflet being enabled and applied.
Confirmed using Haiku rev 23854 on both real hardware and VMWare.
