I attempted to indtall capslockfilter from the fatelk repo in HaikuDepot. The operation failed with " failed to download"

Once the failed state folder is removed, pkgman can install the.hpkg

On further testing, HaikuDepot continuse to fail to download the file. Once HaikuDepot tries and fails, pkgman fails unless the failed transaction folder is removed.
