I attempted to install capslockfilter from the fatelk repo in HaikuDepot. The operation failed with "failed to download"

pkgman install capslockfilter

Once the failed state folder is removed, pkgman can install the .hpkg

On further testing, HaikuDepot continues to fail to download the file. Once HaikuDepot tries and fails, pkgman fails unless the failed transaction folder is removed.
