installoptionalpackage does not work

Description

On a fresh build of hrev37243, installoptionalpackage does not work.

Example: 

/boot/home> installoptionalpackage bezillabrowser beae cmake transmission vlc
... no packages need to be installed.
If you wish to re-install a package, edit /boot/common/data/InstalledPackages
Not proceeding with installation.
