The "change time..." option on the right click menu on the main clock doesn't work

The "Time" preflet's signature in Haiku is different than the one in Beos. That's the problem. We should either change it in tracker (deskbar actually) or in Time.

I changed the "Time" signature to be the same as in BeOS R5 in r18477. This fixes the bug, although we might want to change the signature in Deskbar, instead ?

I think changing the Deskbar to use Haiku's time signature would be nicer, indeed. I'll do that when I find the time.
