background image scales poorly

Description

The background scaling appears to use basic scaling rather than bilinear scaling. This leads to a poor appearance on many backgrounds (see attached image).

This is a specific ticket regarding improving the poor quality scaling of backgrounds, while ticket:3949 is a laundry list. It is better to have one ticket per issue.
