build tools should be moved from the haiku tree to the build tools tree

Description
There are some build tools that are built in the haiku tree, but these should all be migrated to the build tools directory. This should include at least:
- jam
- rc

I agree with respect to jam (moved in revision 15729). I would consider rc a native BeOS/Haiku tool though (just like xres, settype, etc., which are also used by the build system). It is automatically built during the build process and thus should stay in the same module, IMHO.
