Mail settings: layout problem

Description

There are layout problems when using localized strings. The controls are not alligned, or have wrong size. And I suggest to align all box control to the top of the parent.

For example: in the add account the buttons width is not ok:

I have also checked Pootle, and the translations are correct. I have also translated the strings to fit in the window, but in some times this make wrong translation.

I have attached some screenshots using hungarian and france (it shows better the problem) locale.

Which means it's fixed in master, too, since some time now.
