Imagine stacked windows. It'd be nice if a stacked window would auto-raise when the user hovers the file-dragging mouse a short while over its tab.

X512's fix in hrev53883 solves the general: windows now do pop up when you hover a dragged file over parts of that window. Leaves the scenario when hovering over the tab of a stacked window; it should get pop to the top of the stack too.
I changed the title/description of this ticket accordingly.
