HaikuDepot doesn't show the content of a local (not installed) package

After building a recipe from Haikuports I wanted to install the package, up on doing that I noticed that the content tab was grayed out and nothing showed up, after instaled I reopend the package with HaikuDepot and the content tab was OK and showing the contect of the package (hrev54271 32bit)

Looks as it was done intentional looking at the ticket, disabling the tab "Changelog" if there is nothing providing it sounds good, disabling the "Content" tab prior to installing the package doesn't, I always check the content of the package before installing it.

The aim was to disable the tab when it was not possible to generate the contents view. I didn't account for the case where an package was being opened locally as a file. I have corrected this problem in this pull request.

I merged the change, but there are some oddities with the behavior of the IsLocalFile function that should be investigated.

On hrev54282 This issue is still present, local .hokgs do not show the contents.
