What I meant to say was that I don't think your wish to remap some keys is uncommon, and I see enough merit in having that as a separate functionality, which would sit above what is currently considered a "keymap". I myself would rather use that layer than duplicate "Lithuanian" keymap as "Lithuanian (Windows)" just to remap Ctrl, Alt and Cmd.
