[Tracker] Windows are not reaised to front when clicking on files directly — at Initial Version

Description
- Open two Tracker windows.
- Place them such that one is covered by another partially.
- Click on a file within the covered window.
- The file is selected, but the window is not reaised as one would expect.
- However clicking on an empty area instead of a file raises the window.
