Update to refer to Haiku R1B1 release and make step 9 required this year

Optional, from the leaf menu, locate HaikuDepot, the find the "Weather" application and install it.  Configure it and then install it as a replicant on your desktop.  Set the options for it as you like.  Weather is an application the was written by Google Code-In students from past years.  You can help create new Haiku features too!
