Haiku should verify availibility of an IP address before assigning it.

Haiku currently doesn't perform any kind of checking for IP address collision.
When an IP address collision occurs, you generally receive an errors such as:
KERN: ARP xxxxxx updated with different hardware address 00:00:00:00:00:00.
RFC5227 documents some steps operating systems can take to minimize this issue. We could request a different dhcp lease if something like this occurs on a dhcp network.
