Better upgrading of pre-package management installations

Description
In pre-package management installations, several folders in home/config should be merged into home/config/non-packaged. e.g., add-ons, bin, boot, data, and lib.
Even though upgrading an existing Haiku installation is not suggested, it's worthwhile to at least file this. To note, an upgraded installation will result in a bootable system. However, the contents of home/config will not show the pre-package management folders.

At this point, virtually all users are off pre-PM builds (even TuneTracker customers are), so there's not much sense to spend time implementing this.
