bbcode/limited HTML formatting in website comments broken for some users

Description
when I add comments on blogposts or forum replies, the formatting seems to be set to "full HTML", without a way for me to change it to "limited HTML". This is a bit annoying, as it prevents using the [quote] tag, as well as seprating paragraphs by just skipping lines.
As far as I can tell, this started happening for me in the last few weeks, and only some users seem to be affected - maybe only the ones with blogging permissions? (all the posts I saw with this problem are from developers).
