[pkgman] can't update to current revision

This is hrev47715.

pkgman doesn't list haiku package when trying to update from an older revision. I have a feeling that it might has something to do with ICU update.

In #11206 Axel mentionned something similar, with a tighter revision "jump" (47816 to 819)
