Description
Use case: I want to contribute to the package database, so I'm looking for software that has no category yet, and then I can quickly review the description and guess a category.
Maybe a more general category could also list packages with no icon or no screenshot (but that isn't always relevant, so not sure how to best handle it)

This option should only be visible for users with permissions to change categories. #12088 is a more general ticket for that. Should we close this one as a dupe?

I like the idea in principle. Maybe it should be done in combination when HaikuDepot can use the web app API to upload this information and your account has the necessary rights. I don't think it is useful for the average user, but more for the specific use-case you mentioned.
What you want to do is possible since yesterday from within the web app, it can now generate certain types of reports. When you logged into the web app, you have a new menu entry "Reports". It will hand you a .cvs file with all the information. I guess you can import that and look for packages with missing categories, among other things.
