Description
Fabrice Bellard's BPG format seems to be gaining some leverage, and is touted to replace JPEG. Might be a good idea to write a translator for it.

At this time it probably doesn't need to be in Haiku. It can be distributed as a 3rd-party package. That's the nice thing with translators :)

Since libbpg is broken in gcc2 perhaps this can be changed to R2 target.

The R2 target is for things that require breaking the ABI. We can have gcc4-only features in R1 (this is what we do for the whole web browser).
