To my big regret, much of Haiku's naming isn't consistent. The settings folder is esp. egregious with a nice mix of upper/lower case "* settings" and "*_settings" or no "settings" extension at all etc. /system/add-ons/ isn't much better.
WRT this ticket, "people" and "queries" in the home folder is lower case, too, so I don't see anything gained by capitalizing "Mail".

Should this be for new installs only? Renaming
mail
toMail
for existing installs/setups would potentially break a lot of symlinks.
