Cache should be emptied when changing locale

Description
This is hrev50321.
If you change the locale and open HaikuDepot, it still shows the descriptions etc. in the old locale. You have to manually remove ~/config/cache/HaikuDepot.
HaikuDepot should either empty this cache when the locale was changed, or cache locale-dependently.

This should no longer be a problem because the cached data for packages will be per locale. Humdinger; could you please check this again and close this ticket if the problem has gone away for you. Thanks.
