[Interface Kit] switch to 32x32 icons in menus with large font size

Description
On HiDPI displays one has to use large font size, however menu icons stay at 16x16. It would be nice if menu icons would switch to 32x32 with font size >= 18 pt. Or have a settings for that in Appearance.
The same goes to icons in listviews and to menu accelerator icons.

That has nothing to do with the Interface Kit, so that is part of #16854.

The same is true for Tracker menu icon that is drawn at the right upper corner of the window,
