Trac's "Has a Patch" gets set when attaching files in WebPositive

Description
Everytime I attach a file to a ticket on dev.haiku-os.org the "Has a Patch" flag is getting set even though I don't set it.

Happens also with other browsers, since Trac was updated. Not WebPositive fault.

Please, this is really a bug in ou track hacks. It does not happen only with Web+.
And the plugin is disabled anyway so we will not bother to fix.

It appears to only happen on ticket creation. Attaching a file to an existing ticket seems to work fine.
