trac file attachement broken with german locale

Description
When trying to attach a file to a ticket with the trac localization set to German, it results in a message about an internal error:
Trac hat einen internen Fehler festgestellt: IndexError: pop from empty list
Also tried a few other languages, they seem to be not affected.

Trac doesn't appear to be localized anymore. I can't select another language at least in the preferences.
I guess we can close the ticket. Personally I don't see a need for a localized Trac interface as long as we don't accept "localized" bug reports. Anyone capable to create/understand an informative English bugreport should have no problem understanding the English Trac GUI.
