Installer reboots system after install when told to poweroff

Description
this is hrev52107 x86_64
I installed the iso to a virtual disk with qemu and when Installer told me to reboot I instead chose to poweroff via the qemu-menu>poweroff. OS went through all the process of poweroff but then rebooted itself.
