[Deskbar] Tracker with no open windows are non-intuitive

Description
Tracker is always shown i Deskbar, even without any windows open. Clicking on Tracker only shows "No windows".
This behavior is non-intuitive and improvement should be possible.

Remove milestone for tickets with status = closed and resolution != fixed

Please reread BugTrackerEtiquette. Opening new tickets that are just re-phrasings of ones already closed (or with ongoing discussion) will not get your bugs solved any faster, just make us more annoyed.
