Subversion produces errors when running any SVN command

Description
SVN version # is 1.1.3.
When running any SVN command it produces the following errors:
svn: error: cannot set LC_ALL locale svn: error: environment variable LANG is not set svn error: please check that your locale name is correct
Running export LANG=en_US or export LANG=C does not help.
Haiku revision 22239 running in Vmware.
