Time Cannot be set to 20H or 10H using the keyboard

Description
In the 'Time preferences...' Dialog the time can be clicked and then be edited with the keyboard, or the up and down buttons can be used to adjust the selected entry.
clicking this entry and entering times or dates ending in anything other than 0 works fine, If the entered text is 20 or 10 the entry will read 02 or 01 respectively

Testing a bit more it seams that entering 0 is ignored completely in that field
