At the "Manage Resources" page of the user guide tool, the column for "Portuguese" has all links point to Brazilian, e.g. https://i18n.haiku-os.org/userguide/res_upload.php?id=3&lang=pt_PT)

I match your confusion and raise you a brain belch... For some reason my eyes saw "pt_PT", but my brain expected just "pt". So when it came up to the "_" it decided not to read further and fantasized seeing "pt_BR".
I'm feeling better now, thanks.

I am very confused; the item you linked to here even has "pt_PT" in the URL. What is the problem exactly?
