Description
The /system/develop/headers/os folder has it's "kind" attribute modified to "Translation Catalog" instead of "Folder". This modifies the folder icon from an orange manila folder to a blue file icon.
The attributes for the folder also have some locale settings which other header folders dont have.

Fair enough. This also causes an issue when I right click some header files, and it refuses to allow applications like "Pe" to open the header file (eg. Support/String.h). Opening the file from within Pe is fine.

This is actually an issue with the buildbots related to how they emulate attributes under Linux and is a duplicate of #15590.
