launch_daemon: dependencies are not started

This is hre54101.

When attepting to start x-vnd.Haiku-WebPositive nothing happens, but x-vnd.Haiku-LaunchBox and then x-vnd.Haiku-WebPositive should be started. When x-vnd.Haiku-LaunchBox is already running, x-vnd.Haiku-WebPositive started successfully.

Test launch script:
