[Team Monitor] Restart the desktop should run default_deskbar_items.sh

Description
​Restart the desktop button in Team Monitor should run ​default_deskbar_items.sh if ~/config/settings/first_login exists.
Otherwise, starting the Desktop during (or after) the installation would leave you with empty Deskbar without default replicants.
Eventually, Restart the desktop should use launch roster and its jobs.
