user non-packaged develop lib folder is not recognized by compiler

Description
This is hrev54212.
When placing link to library in /boot/home/config/non-packaged/develop/lib it is not found when passing -l<libname> to gcc. /boot/system/non-packaged/develop/lib work fine.

Is this an issue with gcc? In that case should it be moved to haikuports?
