Can you explain in detail what is exactly wrong? Incorrect colors?

Yes, the colors. Blue border is supposed to be a complete rectangle.

I understand now. So it is basically z-order problem, scroll bar is displayed on front of focus border, but focus border should be on front.

I wonder if the missing borders described in #14771 have a similar cause.
