Picture recording can cause permanent drawing offset change including window border

Description
This is hrev54241.
After picture recording (BeginPicture/EndPicture) view offset and window decorator offset change sometimes. It cause window title buttons drawing in wrong poritions when pressed. Problem is not recovered when resize or show/hide window.
