Workspaces doesn't have "initial view" updated with Workspaces — at Initial Version

Description
Tested in VMWare with R22868.
Try doing the following.
- Launch the workspaces app (by default, mine gets placed bottom right)
Now note, how the Workspaces that has not yet been activated, lack the "Workspaces" window on each of their miniatures.
- Now click/Activate a different workspace. Notice how this one gets updated with the "workspaces app".
I assume that after Workspaces is launched AND "drawn" it should update itself on each of the miniatures to show it's existence.
NOTE!!! This is temporarily filed under Applications, until "Workspaces" as a specific Application is added. Please switch location there when this is sorted.
