This is the correct behavior and works the same on R5. The reason is that the location of the workspaces window (or other windows which show on multiple workspaces) is not yet known for workspaces which have not been activated before.

    1111I assume that after Workspaces is launched AND "drawn" it should update itself on each of the miniatures to show it's existence.
