Battery-low notification should be much more prominent

Description
I tyically run my laptop on external power, so I never pay attention to the battery-status indicator. However, sometimes the power gets accidentally -- and non-obviously! -- disconnected, so the battery drains. Several times it has turned itself off without my ever seeing a notification (probably AFK).
The notifications should be improved. The first -- at 18% power, I think -- could remain a standard notification, but it should remain on-screen for at least 15 min. The final one should be a very visible -- and persistent -- alert that doesn't go away until dismissed.
Someone in the forum suggests that the trigger points should be configurable, too, which might be a good idea.

After playing with 'notify' a bit, I think I agree that (persistent) notifications would be adequate. Adding a distinctive icon would help. I like the "progress" idea -- adds the requisite urgency!
I think keeping both warnings as standard notifications, though persistent, i.e. requiring the user to actively dismiss them, would be OK. They could be of type 'progress' to update the diminishing charge.
I'd rather have no setting for this but just a sensible default setting that is automatically calibrated to the individual battery (if that's possible).
