Deskbar auto-raise status should be the same for every virtual desktop

Description
While Deskbar auto-raise function got much better, it is still really annoying.
Imagine the following scenairo:
- You have more than one workspace
- each have windows on it, and the windows are positioned so, that they cover the deskbar
- raise deskbar on one workspace
- switch to other worspace, the deskbar is now under the other windows, this is inconsistent
This is an annoying feature or bug, where one have to manually raise the windows to get them visible. Sometimes Deskbar doesn't even want to obey the raise-send_to_the_background commands.
Expected behaviour: Deskbar state shouldnt be handled per worksapce basis, but globally, as it is a part of the OS. not a user application, thus it should not be visible on some and be covered on other workspaces. IF the user sends it behind, it should be sent behind on every workspace, at least if auto-raise enabled in the deskbar settings.
