In my case the value is fairly predictable, and the Battery info changes wierdly accordingly.
I suspect the OS misparses some data in my case, if yours is completely random it might be different (say, firmware returning wrong data for example)
Can you check whether your battery "info" changes on each refresh if the percentage too?

Ran it on battery power for a while and observed the battery levels: 100, 78, 46, 13, 92, 66, 55, 36, 27, 86, 10, 57, 48, 38, 9, 10...
The only values in extended battery info that change are the status (usually "Battery unused" but sometimes "Battery discharging"), the capacity which goes up and down with the battery percentage (probably the value thats being read wrong), and the current rate. All other values (last full charge, design capacity, etc) stay the same.
I get this on an HP nc6400 - seems to just be giving random numbers.
Running haiku hrev56182 at the moment but I've had this on beta 3 too.
