At 10pt the scrollbars are even smaller and a bit difficult to hit. I think we should not allow them to get smaller than 16px as it was before?

What if you restart tracker after select the new size font?
The issue survives a Tracker restart. It's permanent, still there after a reboot.

Sounds good to me.
I wonder, why I see those too-small scrollbars in StyledEdit, but not in other apps, like DriveSetup, Devices etc.

Probably we should fix #16365 first and then only scale scrollbars when the font size is > DEFAULT_FONT_SIZE.
What if you restart tracker after select the new size font? when i made the flat-deco, i see that the controllook (in tracker) hide 1px of the scrolbars sides behind the decorator border. I think tath if you restart tracker this should not happen after repaint.
