Haiku doesn't look into /boot/system/non-packaged/data/locale/catalogs

Description
If i put a catalog into
/boot/system/non-packaged/data/locale/catalogs
the system ignored it. If i put it
/boot/home/config/non-packaged/data/locale/catalogs
the catalog will be found.
