This is beta3_hrev55223-1-x86_64
Time's "Time zones" tab show all entries with "Unknown language":
(I suppose this is a LocaleKit / ICU issue, not a Time prefs one?)

Just English as preferred language and German as formatting (with month/day names from preferred language).
Choosing German as preferred and English as secondary, it's still the same issue for the time zone, just that it's correctly translated: "Unbekannte Sprache".
