Focus settings shouldn't be tied to the Mouse input preference panel

Currently the only way to change the window focus settings from the preferences is via Input->Mouse. This doesn't work so well if you don't have a mouse and have a touchpad itself. Luckily the command-line ffm tool works here, but this setting should probably be moved somewhere else (such as into a Window Preferences preferences tool).
