System freeze and dead debugger window on application crashes

I am unsure where to file this, but it somehow does have to be filed, I guess.
I was using Otter Browser when it suddenly crashed due to an unknown issue. This is not a bug report about that, as Otter is third party software; I will report that separately to their team.
However, the problem is that in the system's crash window, I pressed "save report", upon which the crash reporter/debugger itself crashed, turned into an opaque rectangle. At this point, the system was frozen; I could still move my mouse, but not click anything including the deskbar or any windows.
Pressing PrntScrn to take a screenshot also did not work, hence why I attached a photo of the screen I took with my phone.
For some random reason, the mini status icon in the deskbar of mail client Trojitá also appeared six times after this despite the application being open only once. Unsure if related.
The thing that helped me eventually was going into the team manager and killing the Debugger manually, so the system was not entirely dead at that point.
This has happened with other crashes, too.
I attached two files: the crash report (it did get saved) and the picture.

I saw some problems similar to this when the system was running out of memory, and the debug_server crashed certain ways, and fixed them in hrev57924~2. If they turn out not to be fixed for you, please reopen.
