Description

Trigger redraw to see it flicker, by resizing or hovering.

Only with SVG set as background:
background: url("data:image/svg+xml,BLAH"); or
background: url("file.svg");

This is different from #17305.

R1beta4tc0 regression: Images are never visible due to being data-URL.
