[Tracker] open parent directory if the current location is removed

When the current location is removed, Tracker should move to an existing parent directory (as many levels as needed).

I often loose track of things when Tracker closes currently opened windows after haikuporter -c as well in some other scenarios I don't remember off hand.

Makes sense only for single window mode.
