Shutdown process hangs after updating packages

Description

After updating the system, the shutdown process without exception hangs at "Telling other processes to shut down" stage. I need to force quit QEMU at this point. his is not a recent regression, but I am able to report it now. QEMU and syslog attached.

qemu-system-x86_64 -drive file=haiku.img -machine type=q35 -smp 6 -m 4096 --usb -usbdevice tablet -nic user,model=e1000 -serial stdio > ~/Desktop/qemu.txt

Able to reproduce without any updated packages (this is new).
