Shutdown process hangs after updating packages

Description

After updating the system, the shutdown process without exception hangs at "Telling other processes to shut down" stage. I need to force quit QEMU at this point. his is not a recent regression, but I am able to report it now. QEMU and syslog attached.

Able to reproduce without any updated packages (this is new).
