[DHCP] request are still sent when switching from dynamic to static

Description
When switching Haiku hrev56554 from dynamic to static IPv4 addressing and applying the new settings, DHCP request packets continue to be sent on the interface. I expect DHCP traffic to cease when giving the interface (a bhyve virtio one) a static address and gateway. DHCP traffic only stop after rebooting the haiku guest.

Ah, another DHCP client state machine problem. We've had a number of those already, not surprising there's another.
